Triad offers technical advice and assistance in developing policy planning and management capacity to carry out and monitor activities necessary for effective planning and implementation of the Community Development and HOME Investment Partnerships Programs.
The strategic team has a wide range of experience, focusing both on broad-based thinking as well as an attention to details. This work includes:
- Cost principles applicable to grants and contracts including determinations of allowable costs of program, composition of cost, costs allowable with approval of HUD, and cost allocation plan
- Guidance, direction and compliance of administrative requirements and preparation of legal amendments for Community Development Block Grant and HOME Programs
- Clarification on eligible activities and the requirements of the various laws, regulations, circulars, handbooks, etc., pertaining to nondiscrimination, relocation and acquisition, and labor standards.
- Environmental assessment and review
- Establishment and review of Performance Standards in areas of acquisition, relocation, equal opportunity, and citizen participation
- Establishment and review of the requirements of the Architectural Barriers Act of 1968, Hatch Act, National Flood Insurance Program, Clean Air Act and Federal Water Pollution Control Act
- Equal Opportunity Documentation and actions undertaken to encourage development and enforcement of fair housing laws, prevention of discrimination in housing and development and implementation of programs designed to strengthen and expand minority business enterprise
- Current information with a specific focus on meeting the requirements of all the basic federal, state, county and municipality laws, circulars, executive orders, and regulations that are relevant to community development programs
- Support for the development and implementation of management practices to implement, continue, and enhance the community development programs
- Preparing annual submissions to HUD for entitlement CDBG funds
- Proposing and revising the Five-Year Consolidated Strategic and Action Plan including creation and ensuring compliance with citizen participation plan
- Preparation of Performance Reports (CAPERS)
- Assistance with IDIS reporting
- Advocating for applications
- Preparation of appropriate publications to inform the public of community development and invite public comment and participation
