Carolyn Brown, Community Development Specialist
Carolyn formerly served as the Assistant Director of Urban Renewal Programs with the Redevelopment Authority of the City of Philadelphia. Her experience includes work with Philadelphia urban renewal programs, HOPE VI, HOME, and CHDO programs in Greater Philadelphia, and the preparation of Consolidated Plans, Analysis of Impediments to Fair Housing, and various HUD grant applications for the Philadelphia Office of Housing and Community Development. She has also worked with HUD’s HOPE VI and Vacancy Reduction Programs and provided comprehensive assistance to homeless individuals and families in the Boston area.
Juan Burgos, Esq., Housing and Acquisition Program Manager
With ten years of affordable housing development experience, Juan assists developers with acquisition and planning strategies and provides project management services to housing developments. Juan has assisted non-profit and for-profit developers in obtaining financing from various sources (Federal Low Income Housing Tax Credits, NJDCA Balanced Housing, PHFA Home Ownership Choice and PennHOMES, NJHMFA’s UHORP and MONI programs, HUD HOPE VI, Section 202, and HOME). Prior to his career in affordable housing development, Juan practiced law in private, public and non-profit settings.
David Dennison, CDBG/IDIS Specialist
David is president of Dennison Associates, Inc. (DA) management consultant firm. He has over 30 years experience producing public and private sector financed affordable housing and community development projects. He successfully provides creative problem solving, executive and project management consultant services in the public and private sectors. His expertise in executive management, gained while serving in leadership positions of state and local community development agencies programs, and the Federal Home Loan Bank of New York community investment lending, provides him with extensive knowledge and skills required to coordinate and manage consultant services.
William F. Flynn, Fire/Emergency Services Specialist
Bill provides an expert’s perspective on the unique requirements of fire departments, police departments, and EMS units, and insight into public safety programs and disaster preparedness plans. He served for 31 years in the City of Paterson (NJ) Fire Department, where he acquired invaluable experience in fire and emergency services and as Deputy Chief of the Department for the last six years of his career in firefighting.
John Kromer, Urban Reinvestment Policy and Planning
John brings a unique perspective on urban reinvestment as someone who has assisted the state-appointed COO of Camden and the Camden Redevelopment Agency, created a plan addressing blight in Allentown PA and supervised a citywide vacant property inventory and reclamation in York PA. His professional career has been focused on neighborhood reinvestment and housing development strategies, spanning everything from academics to community organizing.
Glenn Nickerson, Governmental Relations
Glenn has worked in the field of governmental and public relations for many years. He has a wealth of experience in emergency management and the dissemination of public Information. As a former school board President, newspaper reporter and editor and retired County government official, he understands how critical it is for local, county, state, and federal officials to work together to serve a demanding public. The New Jersey Association of Counties and the Southern New Jersey Freeholders Association have honored his achievements.
Richard Perniciaro, Ph.D., Economist
Rich utilizes an in-depth understanding of dynamics of economic change and the potential for revitalization to solve the unique economic problems of our client communities, which is the basis for his success in developing Economic Development Strategic Plans and Project Action Matrices. Rich, who was recently named the “Economic Developer of the Year” by NJIDA, a statewide professional association, performs economic, marketing and demographic studies for public agencies and private businesses. He is also the Dean at Atlantic Cape Community College where he directs the Center for Regional and Business Research and serves as a lead faculty member for the NJ Economic Development Institute. Rich recently served as Regional Manager of Conectiv’s Economic Development Department and is on the Board of Directors of the Northeastern Economic Developers Association.
Robert Totaro, Housing and Community Development Specialist
Bob has been active in affordable housing and community development for over 35 years, initially as a consultant to Municipalities, housing authorities and developers, both for-profit and not-for-profit, while employed by Mullen & Lonergan Associates, Philadelphia PA, and later through Triad Associates, Glenside/Dresher PA. In his role as housing consultant, Bob was directly responsible for the development of several thousand housing units. In his roles as consultant and developer, Bob has worked with multiple State and Federal agencies, employing a wide variety of public programs and funding sources over several decades. Over this time, he has exhibited notable skills in navigating the public channels of financial assistance, and demonstrated the ability to establish effective working relationships with the ultimate beneficiaries of the programs.
Miki Young, Marketing Specialist
Miki is a strategist who adds a critical marketing eye to any project, offering a broad-range perspective of marketing communications to economic and community development projects, social service and non-profit organizations. As a strategic marketing partner, Miki is able to provide deep insights into communications and implement campaigns that can activate, persuade, encourage and inform target audiences from civic organizations partners to residents. As a marketing strategist for over 30 years, she has focused on non-profit, healthcare and senior-focused organizations, speaking nationally on social issues marketing. She was the president of Heron & Young Marketing Communications, a Senior Vice President, Strategist at LevLane, and is currently president of Marketshift.
