In order to redevelop the Mount Holly Gardens, a residential neighborhood located in the Township's West End Redevelopment Area, the Township designated Keating Urban Partners, LLC, as the Redeveloper.  The Mount Holly Gardens were designed as low-rise garden apartment style housing and had suffered from decline over the past 30 years.  The majority of the units were renter occupied and owned by absentee landlords.  The goal of the Redevelopment Plan is to create an attractive, safe and cohesive residential neighborhood that provides a variety of housing options that meet the needs of the Mount Holly community and to provide opportunities for commercial establishments that will serve the immediate area as well as the larger community.

The Township's redeveloper retained Triad to prepare a Workable Relocation Assistance Plan (WRAP) for the Mount Holly Gardens project and to relocate the approximately 150 households residing in the complex.  The WRAP included the preparation of a Community Social Services Plan, a Relocation Feasibility Report and a neighborhood survey of the households, tenants, and homeowners residing in the complex.

Millville Gardens Project

The Millville Gardens complex was constructed in 1952 and designed as garden apartment style housing in the Third Ward, a residential neighborhood in the City of Millville.  The previous owners of the complex failed to preserve the aesthetic, environmental and economic quality of this property.  Despite numerous citations from the City, the complex hosted code violations, criminal activity and unsanitary conditions.  As a result of these conditions, the City acquired the property to redevelop the site in accordance with the guidelines outlined in their plan for the Center City Redevelopment Area.

The City retained Triad to prepare a Workable Relocation Assistance Plan (WRAP) for the Millville Gardens project and to relocate the approximately 50 households residing in the complex.  The WRAP included the preparation of a Community Services Plan and Relocation Feasibility Report.  Triad was also responsible for all resident outreach, intake, financial processing, case management, and file management.

Highland Park Apartments

The City of Gloucester City retained Triad Associated to manage the relocation of over 180 households from the Highland Park Apartments.  This complex was structurally unsound, functionally obsolete, and represented health and safety hazards for the residents.  Triad successfully relocated over 180 families and individuals in full compliance with the State Law, per the provisions of the project's Workable Relocation Assistance Plan, which the firm developed.  There were no violations and no negative actions by displacees as a result of this project, which was completed on schedule and on budget.
