Triad has been responsible for generating long-term community development plans. This includes comprehensive documentation such as Five-Year Consolidated Strategic plans developed through detailed citizen participation and consulting with appropriate public and private agencies that provide assisted housing, health services, and social services to children, elderly persons, homeless persons, and persons with disabilities (including persons with HIV/AIDS and their families). During this process, Triad works to assess the strengths and gaps in the delivery system and to create recommendations for the institutional structure to carry out the plan. The five-year strategic plans illustrate the needs, priorities, and objectives for each community. Strategic plans can be developed for everything from large-scale community change to specific goals for extremely low‑ and moderate‑income residents. The goals can include the provision of decent housing, suitable living environments, and expanded economic opportunities. This process brings together critical government and social agencies as well as resident participation surveys and meetings.
To move the strategic plan to action, Triad creates summaries of the actions, projects, funding opportunities and programs to take place during a specific time period and addresses the priority needs and specific objectives identified by the strategic plan. The Action Plan includes:
